Dear ABILA members: 

Valerie Epps and I, ABILA Co-directors of Studies, would like to announce 
that the ABILA's Nonproliferation, Arms Control and Disarmament Committee 
is re-forming under the leadership of chair Orde Kittrie.  Interested 
ABILA members with background or interest in nonproliferation, arms 
control, disarmament, and related issues are urged to participate and may

Professor Kittrie is an Associate Professor of Law at Arizona State 
University, visiting at the University of Maryland School of Law in the 
2007-2008 academic year.   Before joining the ASU law faculty in 2004, 
Professor Kittrie served for eleven years at the United States Department 
of State. Kittrie most recently served as the State Department's Director 
of International Anti-Crime Programs, overseeing United States policy and 
technical assistance programs for promoting the rule of law and combating 
transnational crime.  Earlier, Kittrie served as the State Department's 
senior attorney-adviser for nuclear affairs. In that capacity, he 
negotiated five nuclear non-proliferation agreements between the United 
States and Russia and served as counsel for the U.S. Government's 
sanctions and other responses to the 1998 Indian and Pakistani nuclear 
tests.  In 2005, Kittrie served as one of six members of a blue ribbon 
U.S. National Academies of Science committee which produced with the 
Russian Academy of Sciences a joint report entitled Strengthening 
US-Russian Cooperation on Nuclear Nonproliferation.  Kittrie is a member 
of the Council on Foreign Relations and writes frequently on issues 
relating to the nuclear nonproliferation regime.
